III.1) Receive a report, hold a discussion, and provide staff feedback regarding the scope re-evaluations for Center Street on-system and off-system projects as part of the 2022 Road Bond program including but not limited to the following discussion points:  Original and current project budget, including expenditures incurred to date, encumbrances and obligations, and remaining available project budget  General project improvements including road, pedestrian facilities, illumination, signage, intersection improvements, utility relocations, etc.  Status of easement and right-of-way acquisition  Impacts on properties, public parking spaces, drainage, and others from the construction of the 12-foot Vybe Trail and the construction of the 6-foot sidewalk 

III.2) Consider and take possible action regarding budget amendments proposed by City Council member(s) to the Interim City Manager’s recommended Operating and Capital Budget and to provide direction regarding which property tax rates option will be considered for Fiscal Year 2026-27.  (ROLL CALL VOTE IS REQUESTED FOR EACH BUDGET AMENDMENT)
