The First of Two Public Hearings for the purpose of receiving testimony, comments, and written evidence from the public regarding the consideration of the City of Kyle's proposed Downtown Masterplan.
This is an opportunity for the public to provide input for the proposed Downtown Masterplan. The Planning and Zoning Commission will not be discussing the proposed plan at this meeting.
UH, THREE A, THE FIRST OF TWO PUBLIC HEARINGS FOR THE PURPOSE OF RECEIVING TESTIMONY, COMMENTS AND WRITTEN EVIDENCE FROM THE PUBLIC REGARDING THE CONSIDERATION.
THE CITY OF KYLE'S PROPOSED DOWNTOWN MASTER PLAN.
UM, I'M GONNA GO AHEAD AND OPEN THE PUBLIC HEARING.
UM, I HAVE TWO PEOPLE THAT HAVE SIGNED UP.
PLEASE ALSO FILL OUT A COMMENTS FORM AND, UH, ALSO, AGAIN, LIMITED YOUR TIME TO THREE MINUTES.
FIRST, WE HAVE, UH, MRS. LILA KNIGHT.
UM, MY NAME IS LILA KNIGHT AND I'VE LIVED IN KYLE FOR ALMOST 40 YEARS.
I'VE BEEN LOOKING FORWARD TO READING THIS PROPOSED DOWNTOWN MASTER PLAN FOR WEEKS, IF NOT MONTHS.
HOWEVER, THE PLAN ONLY GOT POSTED TO THE CITY'S WEBSITE LATE MONDAY, AND I'VE HAD A VERY, VERY BUSY WEEK.
SO UNFORTUNATELY I HAVEN'T BEEN ABLE TO READ ALL OF IT YET.
OF COURSE, THE GOOD PART OF THAT IS THE PLAN WAS NOT VERY DENSE WITH ACTUAL WORDS.
SO I I, I'M LIKE ON PAGE A HUNDRED AND SOMETHING.
ONE THING I WAS ALWAYS CONCERNED ABOUT WAS WHAT EXACTLY ARE THE BOUNDARIES OF A DOWNTOWN KYLE? NOW, FROM THIS PLAN, I KNOW THAT THOSE BOUNDARIES HAVE BEEN DETERMINED BY OUR CITY COUNCIL, OF WHICH NOT A SINGLE ONE LIVES IN THE ORIGINAL TOWN OF KYLE.
NO ONE BOTHERED TO ASK THE PEOPLE WHO ACTUALLY LIVE HERE AND WHO ARE DOWNTOWN ALL THE TIME, WHAT THEY CONSIDER THE BOUNDARIES TO BE.
THE CULT CONSULTANTS DIDN'T EVEN BOTHER TO GIVE A HISTORIC CONTEXT FOR OUR TOWN, WHICH WAS FOUNDED IN 1980.
BUT I STILL HAVE A FEW CONCERNS.
FIRST, WHY IS THE DOWNTOWN MASTER PLAN BEING CONSIDERED SEPARATELY FROM KYLE'S COMPREHENSIVE PLAN? THAT MAKES NO SENSE AT ALL IN TERMS OF GOOD PLANNING POLICY.
WILL THIS BE AN APPENDIX TO THE COMPREHENSIVE PLAN? WILL IT BE A FOOTNOTE OR WILL THE AUTHORS OF OUR COMPREHEN COMPREHENSIVE PLAN JUST DO THEIR OWN DOWNTOWN PLAN? I ALSO HAVE CONCERNS THAT THE SPECIFICS FOR BUILDING MATERIALS THAT ARE INCLUDED IN THE PLAN MAY BE IN VIOLATION OF TEXAS HOUSE BILL 24 39, WHICH WAS PASSED IN 2019.
I GIVE YOU AN OVERVIEW OF IT, BUT I ONLY HAVE THREE MINUTES, BUT YOU MIGHT WANNA LOOK THAT ONE UP CUZ RIGHT NOW WE ARE IN VIOLATION OF HOUSE BILL, UH, 24 39.
HOWEVER, THERE IS AN EXCEPTION, AN EXEMPTION, UH, IN THIS BILL FOR SPECIFYING BUILDING MATERIALS.
AND THAT IS IF YOU HAVE A HISTORIC PRESERVATION ORDINANCE, WE DO, AND IT'S 100% VOLUNTARY, BUT, UM, IT, IT'S NEVER BEEN IMPLEMENTED AND THUS FAR, I HAVE NOT SEEN IT REFERENCED IN OUR DOWNTOWN MASTER PLAN, WHICH IS WHERE THE BULK OF OUR HISTORIC BUILDINGS ARE.
I ALSO FOUND AN ODD CONFLICTING STATEMENT.
THE PLAN STATES THAT MASONRY SHOULD NOT BE PAINTED, AND I COULD NOT AGREE MORE WITH THAT PAINTING.
MASONRY EVENTUALLY DESTROYS IT, BUT YET THEN IT GOES ON TO ENCOURAGE MURALS IN THE DOWNTOWN AREA.
BUT THERE ARE NO SPECIFICS ON HOW THOSE MURALS SHOULD BE CARRIED OUT.
PAINTING A MURAL ON A MASON, REBUILDING A MASON REBUILDING IS THE SAME AS PAINTING THE BUILDING.
AND THERE ARE WAYS TO PLACE A MURAL ON A MASON MASON REBUILDING, BUT WITHOUT PAINTING IT DIRECTLY ON IT.
AND SO I THINK IT WOULD BE A GOOD IDEA TO ADDRESS THAT.

UH, I HAVE SOME CONCERNS, JUST TWO.
I'VE GONE THROUGH THE MASTER PLAN.

UH, MY MAIN THING HAS BEEN WHETHER THE REVITALIZATION OR WHATEVER THE COMPREHENSIVE PLAN IS, THE PARKING.
AND ONE OF THE, THE PICTURES SHOWED A BUILDING NEXT DOOR FROM HERE, AND IT'S LIKE A THREE STORY BUILDING, MAYBE FOUR IN, IF WE NOTICE, THE POLICE STATION IS ALWAYS CROWDED AND PEOPLE MAYBE FROM HERE THAT COME DO BUSINESS AT THE CITY HALL, MAYBE TAKE SOME OF THEIR SPACE PARKING SPACE ACROSS THE STREET.
SO THAT'S JUST ONE FLOOR THAT YOU'VE GOT RIGHT THERE.
BUT IF YOU MAKE IT FOR WHERE'S THE PARKING GONNA BE FOR THOSE RESIDENTS OR BUSINESS OR WHOEVER, WHERE'S THE PARKING GONNA BE FOR THAT MANY PEOPLE IN BUSINESS? ANOTHER ONE THAT'S, UM, IS THE RESTAURANT THAT THEY'RE SAYING ACROSS THE CREEK CENTER.
I'VE SEEN AT ONE POINT HERE AT A COUNCIL MEETING, THE, THE PLANS AND IT SHOWS EITHER TWO AND A, MAYBE A THIRD JUST TO WALK UP, UP ON TOP.
AGAIN, IF, IF YOU EVER NOTICE THE PARKING TAKES UP PART OF THE SPACE THERE IN THE CITY, OLD CITY HALL, UM, OR THE, THE CREW CENTER, IF THERE'S A, A RESTAURANT THAT'S GONNA BE TWO STORIES, THE EMPLOYEES, THE STAFF OF WILL TAKE PROBABLY HALF OF THE, THE PARKING AROUND THERE.
SO I, I HAVEN'T SEEN AS FAR AS THE, YOU SEE THE BUILDING, BUT YOU DON'T SEE THE, THE PARKING.
WHAT IS THE PARKING THAT'S GONNA BE THERE? AND THAT'S ONE OF MY MAIN THING.
UH, WHEN PEOPLE DO THESE DRAWINGS OF BUILDINGS, DO THEY EVER SEE IT HOW IT IS, UH, AT A BUSY TIME AT A, AN EVENT LIKE THE ONE COMING UP AS FAR AS THE CHRISTMAS LIGHTING OF THE TREE, THERE'S A LOT OF PEOPLE THAT COME.
THOSE ARE BIG EVENTS HERE IN OUR, SO I'M THINKING THAT THE PEOPLE THAT ARE HIRED TO DO THE DRAWINGS AREN'T CONSIDERING THE, THE, THE PARKING FOR THE PEOPLE TO COME TO THOSE EVENTS.
AND ANOTHER THING THAT BOTHERS ME IS HOW DO YOU ALL THE CITY, NOT Y'ALL, BUT THE CITY, THAT TO LET THE PEOPLE KNOW TO COME AND VOICE THEIR, THEIR OPINION OF WHAT THEY WON IN THIS TOWN? I, IT WAS, TO ME, I FELT LIKE IT WAS A VERY SHORT NOTICE FOR THE, THE SURVEY THAT WAS DOING THAT WAS HAPPENING AT THE, AT THE CRUDE CENTER.
UH, DIDN'T SEE VERY MANY PEOPLE.
I, I JUST STAYED THERE ENOUGH TO DO MY SURVEY, BUT, UH, I DON'T KNOW HOW THE OTHERS SHOWED UP.
AND IT JUST SEEMS LIKE IT'S BEEN A, AS FAR AS THE DOWNTOWN PEOPLE TO GET NOTICE.
I KNOW IN PREVIOUS YEARS, I, I HAVEN'T, MY CLIPPING HERE, SORRY, CLIPPING OF HOW WE'VE GOTTEN NOTICE AROUND IN THE OLD TOWN.
ONE WAS A LITTLE ONE, AND THEN ANOTHER ONE WAS THIS FLYER.
AND THIS FLYER WENT ONLY TWO BLOCKS ON OF CENTER ON THIS SIDE AND TWO BLOCKS ON THAT SIDE.
AND IT WAS FROM HERE TO THE ONE 50 WHERE VATOS IS.

FROM A, UH, A CITYWIDE COMPREHENSIVE PLAN PERSPECTIVE, WE HAVE A COUPLE ITEMS COMING UP.
WE HAVE, UH, ON THE FIRST AT SANTA'S ARRIVAL, WE'RE GONNA HAVE A BOOTH, UM, AND HAVE AN OPPORTUNITY TO GET THE WORD OUT ABOUT THAT AS WELL.
AND WE'RE GONNA HAVE, IT'S CALLED, WE'RE CALLING IT COCO AND COMPREHENSIVE PLAN AT THE PUBLIC WORKS BUILDING ON THE MORNING OF THE 10TH FROM NINE TO NOON OVER ON EAST FN ONE 50, RIGHT AT THE INTERSECTION OF LAYMAN ROAD AND ONE 50.
SO THAT'LL BE AN OPPORTUNITY FOR THE CITIZENS TO ALSO COME OUT AND, UM, AND PROVIDE INPUT FOR THAT AS WELL.
